KEALEY WEST joined the Office of General Counsel in February 2019.  Prior to joining the Office of General Counsel, Ms. West was an Assistant General Counsel with the St. Johns Water Management District for 14 years.  Her practice included complex environmental and water use permitting issues, drafting easements, declarations, resolutions and interagency agreements, work with the Sovereign Submerged Lands Program, management of administrative hearings, enforcement actions including Consent Orders and Administrative Complaints, presentations to Governing Boards and the public and mentoring junior attorneys.  Prior to St. Johns Water Management District, Attorney West worked for the U.S. Department of Justice in the Environmental Enforcement managing litigation of Superfund cases for EPA.  She also worked for the South Carolina Department of National Resources as a law clerk.  

Ms. West received a Bachelor of Arts, in Criminal Justice from the University of Maryland in 1990.  She obtained her Juris Doctor degree from the South Carolina School of Law in 2002.  While attending law school, Attorney West served as Managing Editor of the South Carolina Environmental Law Journal.  She was published in the South Carolina Environmental Law Journal, Spring 2002, Vol 9-2.

Attorney West is a member of the Florida Bar, the U.S. District Court, Middle District of Florida.
