Paige Hobbs Johnston joined the Office of the General Counsel in July 2012. Prior to joining the Office of the General Counsel, Ms. Johnston worked for Rogers Towers from 2004-2012 where her focus was on land use and zoning law.  Prior to that, she practiced at Garner Brock and Simon and was also an associate at McGuire Woods, LLP.

Ms. Johnston provides legal and legislative counsel to several of the City's boards and commissions, primarily the Jacksonville City Council and its subcommittees, and the Planning Commission.  She has also served as the primary legal counsel for the Waterways Commission, the St. Johns River Ferry Commission, and various ad hoc committees of the City Council.  In addition, she has provided legal counsel to JEA, the Jacksonville Port Authority, the Planning and Development Department, the Procurement Division, and the Ombudsman on a myriad of issues including Sunshine Law, public records, development and procurement.  Attorney Johnston has also interacted extensively with the City's independent authorities on substantive matters of state and local concern.

In 1996, Ms. Johnston received a Bachelor of Arts Degree, in Sociology, cum laude, from the University of Central Florida  with a minor in Political Science.  She obtained her Juris Doctor Degree and earned a joint degree of Masters of Arts in Political Science with a a Certificate in Public Administration in 2000. 

Ms Johnston is a member of the Florida Bar and the City, County and Local Government and the Environmental Land Use Law Sections of the Florida Bar.  She is also a member of the Florida Association of County Attorneys and the Jacksonville Bar Association, serving as the Vice Chair of the Governmental Relations Committee. She is an AV Preeminent attorney, the highest possible rating, by Martindale-Hubbell peer review ratings.  Ms. Johnston is a Board Certified Specialist, as designated by the Florida Bar, in City, County & Local Government Law.
